* NEIGHBORS The Aiea Neighborhood Board meets at 7:30 p.m. Oct. 8 at Aiea Library; the Ewa board meets at 7 p.m. Oct. 11 at Ewa Beach Library; the Pearl City board at 6:30 p.m. Oct. 23 in the Highlands Intermediate cafeteria; the Makakilo-KapoleiHonokai Hale board at 7 p.m. Oct. 24 in the Kapolei High cafeteria; and the Waipahu board at 7 p.m. Oct. 25 at the plantation village park. * KEIKI FAIR Island Pacific Academy has its third annual Craft and Keiki Fair from 10 a.m. to 5 p.m. Oct. 13 at 909 Haumea St., featuring games, crafts, rides, keiki crafts, entertainment and food. Call 674-3523.

* SCOUTS AND BULBS Hawaii Girl Scouts promote compact fluorescent bulbs with coupons and information from 2 to 4 p.m. Oct. 14 at the City Mill stores in Pearl City, Waipahu and its six other Oahu outlets. * MARKET Waipahu Festival Marketplace opens Oct. 17 on Waipahu Depot Road, featuring more than three dozen kiosks of produce, seafood, sweets and crafts. The market will run from 7 a.m. to 7 p.m. daily. Call 677-6939.

* ROYAL MUSIC The Royal Hawaiian Band performs a free concert at noon Oct. 17 in the Kapolei Hale courtyard. Call 922-5331.
