EIS OK On Castle & Cooke 6,500-unit Projects

The State Land Use Commission accepted the final environmental impact statement last month on two master-planned communities for Central Oahu - Koa Ridge Makai and Waiawa - finding that “no significant adverse impacts” are expected.

Proposed by Castle & Cooke Homes Hawaii, Koa Ridge would eventually have about 5,000 units of low-, medium- and high-density residential housing on 575 acres of former pineapple land bordering Ka Uka Boulevard and the H-2 freeway. The 191-acre Waiawa plan envisions 1,500 single- and multi-family homes between Koa Ridge and the Waiawa Correctional Facility.

“We still have two more major hurdles,” said Castle & Cooke’s Laura Kodama, planning and development director. “We are awaiting permit hearings before the Land Use Commission - probably this fall - as well as a zone change request to the City Council.”

Pending the outcome of the process, off-site infrastructure improvements could begin next year, and completion of both projects is projected for 2021.
