* NEIGHBORS The Aiea Neighborhood Board meets at 7:30 p.m. Feb. 9 at Aiea Library, and the Ewa board meets at 7 p.m. Feb. 12 at Ewa Beach Library. Call 768-3710.
* COLLEGE AID First Hawaiian Bank and the Hawaii Association for College Admission Counseling sponsor a college planning workshop at 7 p.m. Feb. 4 in the Waipahu High School cafeteria, offering handouts, refreshments and door prizes to interested parents and students. Call 842-8900.
* VALENTINE’S CRAFTS Ben Franklin craft instructor Ms. Gloria teaches a free valentine craft workshop for teens and adults at 2:30 p.m. Feb. 4 at Ewa Beach Library. Space is limited to 10 participants. Call 689-1204.
* LITERACY TRAINING Hawaii Literacy conducts an orientation at 6 p.m. Feb. 5 in Kapolei for those interested in becoming volunteer reading tutors for adults. Call 537-6706.
* BLOOD DRIVES Hawaii Blood Bank conducts donor drives from 9 a.m. to 3 p.m. Feb. 5 at Leeward Community College; 7:30 a.m. to 1 p.m. Feb. 7 at Pearlridge Center; 9 a.m. to 2 p.m. Feb. 8 at Calvary Chapel Aiea gym on Komo Mai Drive; 8:30 a.m. to 3 p.m. Feb. 9 at Aiea High School library; 8 a.m. to 3 p.m. Feb. 10 at Pearl City High School library; and 8 a.m. to 1:30 p.m. Feb. 12 at Campbell High School library. * SENIOR SAFETY A HPD representative covers senior safety topics and its Senior Pedestrian Safety Program “Walk Wise Kupuna"at 10:30 a.m. Feb. 5 at the Ewa Beach Library. Call 689-1204.
* RAIL TRANSIT COMMENTS The city has extended the public comment period to Feb. 6 on its rail transit draft EIS. Call 768-8305.
* PLANTATION NEW YEAR’S Hawaii’s Plantation Village marks the new year from 10 a.m. to 2 p.m. Feb. 7 with a Chinese lion dance, Puerto Rican dancing, mochi pounding, keiki games, fishing, ethnic food sampling and a rummage sale. Call 677-0110.
* DANCE CONCERT The Rubberbanddance Group performs at 8 p.m. Feb. 7 in Leeward Community College Theatre. Admission is $23 and $19. Call 455-0385.
* XERISCAPE WORKSHOP Halawa Xeriscape Garden has a Valentine’s Day Nature Craft Workshop at 10 a.m. Feb. 7 for children 4 to 10 years old with an adult present. Fee is $5, and reservations are due by Feb. 3. Call 748-5041.

* QUILT PROJECT Volunteers with the Home of the Brave Quilt Project return to the Pacific Aviation Museum Feb. 16, May 25 and July 4 with quilts for family members of Hawaii soldiers who have died serving in Iraq/Afghanistan. Call 441-1000.
