* FESTIVAL Leeward Community College presents its 14th annual International Festival this week. Remaining events are at 9 a.m. March 14, a cultural extravaganza on the library lanai with Moroccan musicians; and 10 a.m. March 16, a talk in Room GT-105 on nuclear issues in North Korea and Iran. * BOARDS The Aiea Neighborhood Board meets at 7:30 p.m. March 19 at Aiea Library; the Waipahu board meets at 7 p.m. March 22 at Hawaii’s Plantation Village. Call 527-5749.
