* NEIGHBORS The Pearl City Neighborhood Board meets at 6:30 p.m. Feb. 26 in the Highlands Intermediate School cafeteria; the Makakilo-Kapolei-Honokai Hale board meets at 7 p.m. Feb. 27 in the Kapolei High School cafeteria; and the Waipahu board meets at 7 p.m. Feb. 28 at the Filcom Center on Mokuloa Street.
