Partners In Development Foundation
Partners In Development Foundation is focused on meeting modern-day challenges through the application of Hawaii’s values and traditional practices. Founded in 1997 by Morris Takushi, Gary Glenn and myself, Partners in Development Foundation was created to assist Island residents and their communities in the areas of education, economic development, community health and environmental issues.
The first and cornerstone project of the foundation is the very successful traveling preschool known as Tutu & Me. Recognizing that current socio-economic conditions have caused grandparents to assume the role of primary caregivers for young children, Tutu & Me was created to identify, recruit and service this under-served segment of the Native Hawaiian population by meeting the developmental needs of young children while supporting the grandparents, parents and other primary caregivers who are raising them.
The program began with just a few children and caregivers on Oahu and has since expanded to serve more than 1,000 children on five Islands across the state.
Committed to strengthening our communities, we applied the successful Tutu &Me model to our homeless outreach program known as Ka Pa‘alana to establish a network of traveling preschools on Leeward Coast beaches where displaced families with very young children were known to reside. Ka Pa‘alana followed through by relocating families to shelters, establishing more preschool sites, creating youth programs for older children and assisting with food distribution.

These are just two of many foundation programs that serve our communities. Descriptions of all programs —which include foster care, youth mentoring, STEMbased education, family literacy, environmental awareness and more — can be found on our website at pidfoundation.org. With a staff of 200 serving more than 3,000 clients monthly, we are generally funded through federal grants, state contracts and private resources, with the majority of the monies going directly to programs and clients. This leaves us with a shortfall of indirect and unrestricted funds, essential for the development, expansion and administrative management of the foundation.
We have had some success in raising monies to offset these costs through a fundraising dinner with silent auction items, and more recently with our golf tournament, Putt’ng Fore PID. Our second annual tournament will be held July 9 at the Klipper Course at Marine Corps Base Hawai‘i, Kane‘ohe. Applications are on our website.
